In brief - because I do not believe people want to read the long version - if you do post comments and I will expand -
Teacher's current contribution to TRS is transferred to a tax-free 401k type account. The schools match 50% (versus to their current obligation of pensions for unlimited years) - Ideally I think the number should be closer to 100% match but this would save the state hundreds of millions of dollars and would ensure that teachers leave with something - currently TRS is set to collapse - if you want more information check my previous Rants about TRS and the numbers involved.
