"Accommodations and modification are two different entities. Accommodation gives students help with acquiring the contents of a course, whereas modification changes what is expected from the student. Either way, the two tools are there to ensure that students with disabilities are not left behind, in terms of education. It doesn't matter how much a teacher will worry or an administrator frets over these tools, by law they have to comply with them."
